Do Chairmen/persons have when it comes to signing players?

Obviously "new broom" and all that so when Bilic walks through the door HOW MUCH does HE TELL chairmen WHO HE WANTS and how much DO THEY TELL HIM?!

Obviously there are "constraints" such as budgets and possible time limits to consider BUT SURELY the Manager identifies a number of targets HE WANTS.

Of course literally speaking "its the Chairmans club" as they are the ones financing the operation BUT SURELY they want to hand the man they have entrusted with the job the tools he wants (hopefully not literally) for the job.

Again obviously there is "the potential" that they could actually sack the guy the day after he takes over so "a certain caution" needs to be excersized .

The new manager has already "inherited" the last managers players (lucky lucky Bilic) so IF it is then dictated to him who will be getting signed then what position does that put the manager in and what chance of success does anybody have?!

Im totally for "a way of playing" Dicksy. I firmly believe that (although you need a degree of flexibilty) YOUR WHOLE CLUB should be coached in" a certain formation" be it 4-4-2, 5-3-2.3-5-2 or 4-4-1-1 so that THERE IS CONTINUITY right throughout your club. that way when you 1st choice (or even 2nd choice) is unavailable then the player coming in IS TOTALLY FIMILIAR with the system. There is nothing worse in football than when you see a CH getting hung out to dry at say full back or you get an absolutely ridiculous situation where you play Tomkins (who has not mastered his own position) being asked to "compete" in midfield against the likes of Wiltshire or Arteta its total madness.

Of course players SHOULD be able to adapt during a game or in certain curcumstances but again THIS SHOULD BE PART OF AN OVERALL PLAN and be consistant.

Hopefully Bilic will bring this.

Have to put my hand up and say that although I obviously remember him from his time in this country I wouldnt know a lot about what he prefers etc Managerially. Im thinking (and hoping) that he has a strong personality with a definate game plan.

I have to say I find the idea of Chairmen (or anybody else) buying players absolutely bizarre but I guess when you dont have possibly the same scenario as Wenger/Ferguson etc remaining at clubs for huge lengths of times then possibly more influence has to be extolled by owners!!!

Would like to think theres a lot of collaborative working though!!!
